Oak Wilt?? Empty Oak Wilt??

I am not sure if this posting is in the correct place. If not, please let me know which category to post it on properly.

We have noticed there are a few trees on our street that have either died recently or are currently oozing sap from their trunks. I am not sure, but suspect that this might be oak wilt. Today when inspecting my own tree, I noticed that the leaves are browning and shriveling up, which is the first sign of the disease. If there is oak wilt on our street, it has the potential to infect the entire neighborhood of Forest Oaks. What do we need to do the be as proactive as possible about this in order to save our neighborhood trees? Can we demand that trees are inspected and if it is discovered to be oak wilt, demand that they are removed? If so, what is the process of replacing these trees?
